On the Conflict and the Coordination Among Governments' Poly-profit Targets:A Case Study

政府一直是吸引众多社会科学家注意力的重要研究领域之一。本文应用新制度经济学的观点和方法 ,分析了现实中的多级政府内部的复杂关系及其多元利益目标冲突 ;通过一个实际案例的解剖 ,进一步论证了政府多元利益目标冲突存在的客观性以及引起这种冲突的制度和机制原因 ,提出了冲突各方走向协调之路的轮廓思路。

Government has been one of the important research domains that have drawn many social scientists' attention. Applying the viewpoints and the methods of the new institutional economics, this article analyses the complicated relationship and the conflict of poly-profit targets among multi-level governments. Through a case study, it further proves the objectivity of the existence of the conflict and the institutional and mechanical reasons for the conflict, and gives an outline of the idea of making the conflicting parties move to coordination.
