推广社区社会保障的模式设计

The Model Design of the Social Security to Commumity

中国社会保障制度建立和完善过程中,在制度设计和执行上,过份偏重了资金保障,而忽略了服务保障。为此,应借鉴国外成功经验,积极推广城镇和农村地区的社区保障建设,以切实解决社会保障制度的不足。

During establishing and perfecting the social security system of China, the financial security is over - emphasized while the service security is overlooked when the systems are designed and followed. Therefore, some foreign experiences should be used for reference, and the security construction of the urban and rural community should be actively improved in order to solve some problems on the social security system.
