沙漠化是由于干旱半干旱区土地很低的生产力与人民群众日益增长的物质文化需要不相适应造成的。沙漠化防治的目标是建立沙区可持续发展的社会经济系统 ,主要措施是协调人地关系和提高土地生产力。种草种树只是沙漠化防治的手段而非最终目标。不解决沙区群众过分依赖土地吃饭生活的问题 。

Desertification is a process caused by the conflict between the low productivity of the arid land and the ever increasing material and social demand of human beings.Therefore,a key approach to desertification control is to establish a sustainable social economic system,in which relationship between human demanding and land provision capacity can be coordinated.Rehabilitation via tree and herbage planting in desert areas is only one of the means,but not the ultimate objective for the desertification control.Improvement on land productivity is a way for releasing the burden on the arid lands,and therefore an effective measure for desertification control.
