上海市是我国地面沉降发生最早、最严重的城市之一 .其地面沉降灾害表现为渐变性、人为性、阶段性、可控性等特性 .80年的持续沉降不仅直接造成对安全高程、市政基础设施、房屋等建筑物的破坏 ,而且还通过安全高程的丧失加剧了其它自然灾害特别是潮涝灾害对社会经济发展的破坏 ,造成了巨大的经济损失 .正确认识上海市地面沉降灾害特点及其危害 ,有利于有关部门制定科学而有效的地面沉降减灾防灾政策和措施 .

Shanghai is one of the most serious cities in China where land subsidence has developed.Land subsidence that has been lasting for 80 years has not only caused the safe altitudes,house,infrastructure and other buildings to be ruined directedly,but also destroyed the development of the social-economic system indirectedly by activating the tide disaster and the waterlogging disater because of the loss of land altitudes in Shanghai.The features of land subsidence calamity in Shanghai would be gradualness,accumulation,factitiousness,controllability,etc..Therefore,we should recognize the features of the land subsidence and the damages caused by the calamity in Shanghai.It is beneficial for our government and the society to take the effective preliminary to minimize the losses.
