公安工作任务繁重与警力不足以及工作高要求与队伍较低素质的矛盾已日益突出,走内涵式发展的道路成了必然的选择。而要走内涵式发展的道路就必须研究和加强公安管理,加大警力资源管理与开发的力度。
The contradiction of heavy public security work with the shortage of police force is popping out, so the connota-tive development is the inevitable choice. As far as the connotative development is concerned, strengthening the administration and exploitation of police resource is a must.
