“十二五”教育公共服务体系建设:突出矛盾与主要任务

Constructing the System for Providing Public Education Services in the 12th Five-Year Plan:Major Problems and Tasks

本文分析了新时期我国教育公共需求的历史性变化,认为教育基本公共服务需求全面增长、需求结构快速变化与教育公共服务不到位,已经成为教育公共服务体系建设面临的主要矛盾,制约着我国经济发展方式的转变。在具体分析新阶段教育公共服务面临的突出矛盾的基础上,本文提出"十二五"教育公共服务体系建设的六项重大任务:加大教育公共服务供给,适应教育公共需求增长;着力推进教育公共服务均衡发展与公平分享;适应教育公共需求结构的重大变化,优化供给结构;进一步完善教育公共服务的分工体制;进一步扩大教育开放,完善多元参与的教育公共服务体系;加快以"去行政化"和"公益性回归"为主要目标的教育机构改革,重构教育公共治理结构。

This paper analyzed historic changes in the new era in the public education demand and argued that the inadequate supply of public education services could not satisfy the increasing demand for basic education services and the rapid changes in the demand structure,which had become a major problem in building a system for public services and put considerable constraints on the economic development.Based on this analysis,Six major tasks were proposed to consolidate the system of public education services:to further strengthen the provision of public education services to satisfy the growing demand;to promote the balanced development of public education in different regions so as to ensure fair share of basic education services;to optimize the structure of education service provisions and adapt to important changes in the structure of public education demand;to further improve the mechanism in the division of responsibilities among different levels of the government for providing basic education services; to open up the education sector further and to perfect the system for multiple participation in the provision of public education services;and finally to speed up the reform of education institutions with the goals of 'deregulation' and 'return to public' and to reconstruct a public governance structure in education.
