中国地区间义务教育公用经费价格建模研究

The Study on Modeling for the Geographic Price of Non-personnel Expenditures in Compulsory Education in China

义务教育公用部分是维持学校正常运作不可或缺的部分,除公用部分资源投入在地区间的差异外,资源的价格差异也会引起公用经费支出的差异。通过构造公用经费价格指数,从公用经费支出差异中剥离价格差异的影响,才能揭示公用部分资源在地区间的配置状况。本文借鉴购买力平价的理论框架,给出了中国地区间义务教育公用经费价格指数的构造方法。

The non-personnel part of compulsory education is an essential component in maintaining the operation of schools.In addition to the disparities of the non-personnel resources between different regions,the price differences of the resources could also lead to the disparities of non-personnel expenditures among different areas.Through constructing the price indices of non-personnel expenditures,the status of the non-personnel resource allocation could be revealed by peeling the impact of price differences.Using the theory of purchasing power parity as a reference framework,this paper elucidatest he method of constructing intra-regional price indices of non-personnel expenditures in compulsory education in China.
