摘要 人口众多和经济上的弱势地位是中国当代底层群体的两个显著特征。底层关怀要求在社会物品的分配上有利于底层群体,这具有博爱精神,并体现正义原则。作为一种社会物品,职业教育具有实用性与大众性的特点,因此是实施底层关怀的现实途径,并且在公共教育政策中常有体现。职业教育对底层群体有可能产生两种效应,一是把个体导向低端劳动力市场,从而进行社会阶层的再生产,二是提升个体的人力资本水平,保障就业,从而提升其生存与发展的能力。由于政府是教育资源的支配者,因此政府应当成为底层关怀的主体。 The bottom class in China have two marked features:large population and disadvantaged economic status Care for the bottom class is a justice principle reflecting the spirit of universal love and requests that the social goods should be distributed in favour of the bottom class.As a kind of social goods,vocational education is characterized by practicability and popularity.Therefore it is a path to implement bottom caring.The public education policy often pays attention the issue of bottom caring.Vocational education could produce two possible effects to the bottom class.One is that vocational education can guide students to a low-end labor market,thus leading to reproduction of social class.secondly vocational education can elevate the level of human capital,guarantee the employment,thus promote the ability to survival and development.Because the government controls the educational resources,the government should become the agent of bottom caring.
