中外大学战略规划编制的比较研究

A Comparative Study on the University Strategic Planning and Making Between China and Other Countries(Regions)

我国正处在由高等教育大国向高等教育强国转变的关键时期,创建一流大学作为国家的政策要求和提升高等教育质量的途径,需要切实重视战略规划工作。大学战略规划的本质属性决定了规划机构的综合性职能和规划程序的民主化、科学化。不同的历史传统、发展阶段和学校性质是形成中外大学战略规划客观差异的原因。通过对中外大学战略规划编制程序及文本的比较研究,以期为我国高校战略规划提供参考与借鉴。

China is experiencing a critical period and changing from a winner in quantity in high education field to a conqueror in quality in higher education field, so putting emphasis on strategic planning is in accord with the requirements of creating first-rate university and improving the quality of higher education. The nature of university strategy planning determines the comprehensive functions of planning agencies and the democratic, scientific requirements of the planning procedures. .The different historical traditions, stages of development and the characteristics of universities are the deep reasons why strategic planning inuniversities all over the world are different. This essay compares the strategic planning texts and making procedures in order to provide reference and implications for the university strategy planning in China.
