Meanwhile, it expounds the significance of the suggested measure on the leap-frog development in the minority areas, the realization and safeguard of the equality between nationalities, as well as the comprehensive development of the education for minorities. Also, the paper tries to clear with explanation the various doubts and misgivings about speeding up the development of the higher education for the minorities. Finally, several lines of thought are suggested for the purpose to speed up the higher education for the minorities.
