世界各国开发欠发达地区的经验证明 ,成功的开发首先必须形成推动开发的动力支撑体系。我国西部大开发是一项周期长、地域广、投资大的世纪工程 ,要使开发迅速启动并取得预期的成效 ,必须借鉴国外经验 ,从西部建设与发展的实际出发 ,构建起包括精神动力、投资动力、科技动力和改革动力在内的全面、有效的动力系统。

many countries' experience in developing undeveloped regions indicates that the formation of motive force systems is an initial and easential factor for the successful development. China's western development is a Century-long project with long period, vast area and big investment. For the sake of promot startand hoped-for achievement, it is essential that we draw lessons from abroad, proceed from actual conditions and establish effective motive force systems, which include the systems of spirit, investment, science and technology as well as reform.
