对出入境管理工作的新思考

面对中国加入世贸组织 ,建立中国—东盟自由贸易区的难得发展机遇。云南省公安出入境管理工作也将面临严峻挑战。问题 :1、口岸规格低 ,功能不全 ,基础设施落后 ;2、边境旅游线路老化 ,后劲不足 ;3、出入境领域斗争形势严峻 ;4、管理法规滞后 ;5、管理能力有限。建议 :1、创新思路 ,更新观念 ;2、创新方法 ,搞活口岸 ;3、创新机制 ,提高管控服务能力。

Faced with opportunities of China's entry of WTO and establishng Sino-Southeast Asia Alliance free trade region, the Immigration of public security organs in Yunnan is meeting with severe challenges: Small-sized ports, low function,backward basis facilities; old travel lines in border, lack of new ones; hard struggles in the field; less developed rule for management; limitations in capability for management. suggestions to the above problems is as followed: developing new idea; creating new way and making ports active; changing system and improving ability of management and control.
