摘要
自 1 994年 4月新南非成立以来 ,南非民主政治在 7年的发展历程中既取得了突出的成就 ,也存在不容忽视的问题。新宪法的如期制定、1 999年 6月第二次全民大选的成功举行以及执政党非国大领导人从曼德拉到姆贝基的顺利过渡 ,是南非民主政治巩固和持续的具体体现。而非国大一党独大、反对党力量弱小和分散、政党的种族色彩难以摆脱以及政府官员中日益严重的腐败现象均对民主政治的巩固构成了挑战。
Since the founding of the new South Africa in April 1994, South Africa has made great achievements in its political democracy though some problems still exist. The making of the new Constitution on time, the successful holding of the second national election and the smooth transition of the ruling party ANC leadership from Mandela to Mbeki, are the concrete embodiment of consolidation and sustenance of political democracy in South Africa. Meanwhile, however, the ANC emerging as the sole dominant party, the opposition parties becoming weak and fragmentary, the racial patterns in party politics as well as the more and more serious corruption in official circle, are all challenging the consolidation of political democracy. After all, compared with other African countries, South Africa's modern political democratic construction starts from a relatively high point, and its peaceful democratic transition has set up a successful model for other African countries.
