本文在比较、分析日本行政指导的基础上，探讨了行政指导的产生和特征、行政指导的司法救济、行政指导的法制化等基本理论问题，并对如何借鉴日本行政指导的经验，建立中国行政指导提出了初步设想。

This essay explored the basic theoretical problems about establishment and development, judicial remedies, legalization of administrative advice based on the comparison and analysis with Japanese administrative advice, and it pointed out tentative assumption about how to benefit by Japanese experience and set up Chinese administrative advice.
