群体是个体存在的普遍形式。民众评价是不通过权威机构现实地体现群体主体作用的评价活动。民众评价活动的形式很多，舆论是其中的主要形式，谣言是舆论的否定形式，民谣是艺术形式的舆论。民众评价活动是一种“普遍的、隐蔽的强制力量”。民众评价活动中存在着两个悖论。
