全球性的环境危机,使生态安全,包括海洋生态安全问题成为国家安全的重要内容。生态安全是环境法的基础价值,海洋生态安全是海洋可持续发展的核心。我国应针对海洋生态安全立法存在的问题而加强立法研究并完善之,完善的内容包括对宪法、环境基本法的修订及对海洋生态安全管理立法空白的填补。

Due to the global ecology crisis,the ecology safety inclu- ding the maritime ecology safety problem has been an important content of the national safety.The ecology safety is the basic value of the environ- mental protection law,and the maritime ecology safety is the core for the sustainable development of the ocean.We should enhance the legislation research of the existing problems of the maritime ecology safety legislation and improve it.
