在欧盟政治一体化进程中,始终伴随着主权与超国家权力之间的冲突,即使是在欧盟之前的政治一体化的实践中,主权因素也是不可忽视的因素。特别是欧盟的机构设置更是主权和超国家权力冲突的典型代表。在政治一体化的继续发展过程中,这种冲突有逐步加剧的趋势,而且为了解决“民主赤字”的问题,欧洲的政治一体化应该吸收更多的利益主体的参与。

During the process of European political integration, there is always the conflict between sovereignty and supranational power. Even in the practice of political integration before EU, sovereignty was not neglected. Especially, the system of EU institution is a typical embody of the conflict. In the continuing development of political integration, the conflict will be more tension and in order to solve the problem of Democratic Deficit , more interest groups should be absorbed.
