摘要
本文从考察 2 0世纪 80年代末 90年代初美国“修正主义”对日观的兴衰的背景及其对美国对日政策特别是美国对日贸易政策的影响入手 ,对观念因素在国际政治中的作用 ,以及观念因素与实力因素之间的关系进行了初步探讨。本文肯定观念因素在国际政治中的重要作用 ,但认为这种作用只有结合实力因素才能得到更好的理解 ,力量对比的变化通常构成观念因素发生作用的条件。实力因素和观念因素相结合 ,可以使我们对这一时期美日关系的变化有一个更深入。
The article starts from the investigation of the rise and decline of the American 'revisionist' view of Japan in the late 1980s and early 1990s and its influence on America's Japan policy, especially the trade policy. The article then explores the role of perceptions in international policies and the relations between perceptions and power. While recognizing the importance of perceptions, the author argues that perceptions can be better understood only through the actual situation in the power equation, because the change in the balance of power often conditions the ground for political views to play their role. The interaction between power and perception provides a key to better understanding the U.S.-Japan relationship in recent times.
