国民人格即一个国家的公民所普遍具有的性格特征与精神品格 ,它与社会结构之间存在着相互依存和相互创造的本质联系 ,其由传统形态向现代形态的转型是实现社会结构现代化转型的核心内容与关键条件。自改革开放以来 ,中国的现实国民人格发生了重大的积极变化 ,但在目前低能人格、双重人格、依附人格、片面人格、病态人格、从众人格、拜权人格现象仍大量存在 ,因而必须加以改造以促使其向着现代化方向转型。国民人格转型的目标模式是塑造国民理想人格 ,为此必须认清理想人格的目标模式与设计原则、建立理想人格的塑造体制与塑造机制以及改造现有文化教育体系。

As the characters and morals commonly born by the citizens in a country, national personality has a mutual dependent and mutual creative relation with social structure and its transformation from traditional to modern form constitutes the core content and fundamental qualification for social structure to be modernized. Although great and positive changes have taken place in China's actual national personality, there are a great deal of imbecile, dual, dependent, unilateral, morbid and imitating personalities existing in our society and all of these must be reformed in the direction of modernization. As the objective pattern of the transformation of national personality is to build the ideal national personality, it is necessary to identify the objective pattern and designing principles, to establish modeling system and mechanism for ideal personality and to reform the existing cultural and educational system.
