新农村建设是《十一五规划》确定的我国现代化进程中的重大历史任务,位居各项战略任务之首。但这并不意味着在城乡关系上国家战略目标由城市向农村转移。新农村建设与城市社区建设不是"敌进我退"的关系,而是共生与和谐的关系。城市能力强劲、功能健全是以城带乡、以工促农推进新农村建设的基本前提。通过社区建设切实加强城市社会发展,改善城市发展质量,使城市在城乡和谐发展和新农村建设中发挥基础性作用应当成为当前新农村建设的一项重要战略任务。
