过程方法和PDCA在环境管理体系中的应用

2000年新版的质量管理体系标准ISO9001:2000突出强调了过程方法和PDCA方法在管理体系中的应用,这2种方法对环境管理体系同样适用。运用过程方法把环境管理体系的要素分为策划和绩效评估过程、环境目标和绩效的实现过程和相关的支持过程。PDCA作为环境管理体系原则之一,应该作为一种改进的工具,运用到环境管理体系的每一个过程当中去,以此来达到对环境管理过程的持续改进和不断优化,最终实现整个环境管理体系的持续改进。通过上述2种方法在环境管理体系中的应用,使质量管理体系和环境管理体系在方法上达到了一致,有利于组织(企业)把环境管理体系的要求纳入到日常的质量活动中,使环境管理体系和质量管理体系得以有机的融合,提高体系的有效性和效率。

The new version ISO 9001:2000 standard promotes the concepts of process method and PDCA. These two methods could also be adopted to Environmental Management system. This paper analyzed the EMS by process method, and categorized the EMS requirements into planning and evaluation processes, environmental objective, performance realization and correspondent support process. In order to optimize and continuously improved the EMS performance, PDCA, one of principle of EMS, could be used as a tool to adopt in each EMS process. The application of both methodes men tioned above to EMS created the opportunity to harmonize the approaches of QMS and EMS. The organization could take the EMS concerned into their QMS planning and implementation phases, which could improve the efficiency and effectiveness of management system.
