This paper started by looking at the definition and benefits of digital libraries, and the confluence of factors that brought about the emergency of digital libraries. It then described the difficulties and frustration that users encounter in the web based networked environment and the solution offered by service oriented digital libraries. Among the features of service oriented digital libraries, virtual reference service (VRS) is a vivid example that can in some cases illustrate one of the greatest benefits of a digital library, which is library services anytime and anywhere. This paper outlined the background and development of VRS and also discussed the advantages as well as problems encountered in offering VRS. By way of illustrations, some examples of VRS—both overseas and in China —were cited. Described in greater details are the VRS offered under the Project of Cooperative Collection on Economics , Trade, and Commercial Law in the Chinese Economic Area, which is being proposed and developed by Feng Chia University Library in Taiwan in collaboration with the University of Hawaii Library and include a number of other partner libraries in the Chinese Economic Area. Finally, the paper addressed some special issues in the future development of VRS.
