摘要
腐败的实质是权力腐败，是权力没有被管理好、权力被滥用所致。文章分析了权力腐败的原因，并有针对性地提出了综合性的监督与制约权力的方法。
The root of corruption is the power corruption, which is caused by the uncontrolled power and power abuse. This article analyses the causes of power corruption and proposes how to restrain the corruption.
