风险治理机制的选择应当与风险类别相匹配,关键在于在风险治理主体之间寻求合理的风险责任分配。为此,我们要对发生可能小——危害范围小的风险实行个体预防和国家赔偿相结合的治理机制;对发生可能大——危害范围小的风险实行个体预防和个体赔偿相结合的治理机制;对发生可能小——危害范围大的风险实行国家预防和国家赔偿相结合的治理机制;对发生可能大——危害范围大的风险实行国家预防和个体赔偿的治理机制。
