犯罪手段是后天习得的 ,它是整个犯罪文化对犯罪分子的浸染以及犯罪分子自身不断择取的结果。犯罪手段的传播有五大途径 :大众传媒的传播 ;犯罪分子自身经验的积累和自我的摸索 ;犯罪群体的“交叉感染” ;被害人转化为犯罪人中的传播 ;国际犯罪组织、间谍机构的专门培训。必须规范大众传媒 ,确保公安工作宣传的保密性 ;规范办案 ,提高办案人员的素质 ;强化监管工作和做好刑满释放分子的接茬帮教工作 ;加大对黑恶势力的打击力度 ;做好被害预防 ,加强引导 ,减少被害人向犯罪人的转化。

The means of offense,which results from the offense culture's baptism and the criminals' constant choice,is usually obtained by criminals after their birth.For means of offense there are five main spread ways,i.e.,the spread of popular media,the accumulation of criminals'experience by trial and error,the inter_spread among the criminals'groups,the spread among the criminals transformed from the victims,international criminal organizations.Therefore,the popular media must be regulated to secure the confidentiality of the public security's propaganda.The case handling must be regulated to improve the quality of the handling staff.Strengthen the supervision,help and teach the persons released upon a completion of a sentence.Strengthen the striking force to the sinister gangs.Prevent the victims from being criminals with constant instructions.
