News Propagation Out of Control and Its Institutionalization

新闻传播是一种制度化的传播行为 ,即新闻传播活动必须在一定的制度规范下进行。但现实的新闻传播活动 ,失范行为时有发生 ,屡禁不止。这主要是因为 :一、规范新闻传播活动的正式制度供给不足 ;二、规范新闻传播活动的非正式制度逐渐消解。这就必然导致新闻传播监管盲区的产生与调控乏力。因此 ,强化制度体系的建设是解决失范问题的根本途径。

The news propagation is a kind of systemized propagation behavior.In other words,the activities concerning news propagation should be undertaken under certain systems and norms.However,the activities concerning news propagation has been out of control and can not be forbidden completely.The reasons as follows:1.The supply of formal systems that standardize the news propagation is not sufficient.2.The informal systems that standardize the news propagation is diminishing.These factors inevitably cause the emergence of the blind area of the news propagation and its inadequate control.Therefore,the fundamental channel to solve the problem is to intensify the construction of systems.
