新经济区位分析与区域政策调整探索

LOCATION ANALYSIS OF NEW ECONOMY AND MODULATION OF REGIONAL POLICY

通过比较分析传统区位理论,重点阐释新经济区位的一些新特征。提出应对我国现行的区域政策作些调整,一是区域倾斜政策的调整,把新经济重点布局在区位引力大的环渤海、长江三角洲、珠江三角洲等地区,使之尽快形成中国的新经济增长源;二是新经济产业政策的区域调整,鼓励东部的上述3个地区和中西部的武汉、成都、西安等特大城市地区加强无形知识产品的生产,提高新经济产业内部结构素质。

Through comparison of the traditional location theories, the characters of the new economic location are analysed. It is considered that the current regional policy of China should be modulated. First is the modulation of regional favour policy. The new economy should be distributed in the Bohai Sea Rim, the Yangtze River Delta and the Pearl River Delta, so those areas would quickly to become the new economic growth origins of China. The large cities in midwestern China such as Chongqing, Wuhan, Xi′an, Kunming, Harbin, Guiyang, and Urumqi etc. should enjoy both favour west investment policy and the favour new economic region system policy; Second is the regional modulation of the new economic industrial policy. The invisible knowledge products in the three areas in eastern China and the abovementioned large cities in the mid west China should be enhanced. The internal quality of structures of the new economic industry should be improved. The higher education in those areas and cities should be popularized and industrialized.
