西江流域开发的战略地位及其管理创新

THE STRATEGIC POSITION AND MANAGEMENT INNOVATION IN THE DEVELOPMENT OF THE XIJIANG RIVER BASIN

西江流域开发在大西南开发乃至整个西部大开发中具有十分重要的战略地位:大西南区域经济开发的增长轴;西南对外开放的主通道;南中国西电东输的开发基地;我国生态环境建设的战略重点。但是条块分割的管理矛盾导致流域开发整体效益的下降,不利于西江流域经济社会可持续发展,迫切需要进行组织管理制度创新。针对西江流域的特点,作者提出了建立具有最高决策权的西江流域开发协调委员会,实行统一管理、垂直领导的管理体制。

The development of the Xijiang River basin has very important strategic position in the grand development of West China, especially in that of Southwest China. That is mainly reflected in the following aspects: the growth axis of regional economic development in Southwest China; the main passageway for the southwest opening to outside world; the development base for transmitting electricity from west to east in South China; and the strategic focal point of ecoenvironment construction of China. But at present the management contradiction between departments and regions has resulted in a decline in the integrated benefit of the development of the river basin, and affected adversely the regional sustainable development of economy and society. Therefore, it is an urgent need to innovate the organization and management system. In the light of the characteristics of the Xijiang River basin, some suggestions are put forward: a development coordination commission of the Xijiang River basin should be established, which should be granted the highest policymaking right for the development and management; a system of integrated management and department exercising leadership should be put into practice, so as to improve ecoenvironment of the river basin and to promote the regional coordinative development.
