人力资源代理在降低用人单位成本和风险、减少失业、保障劳动者权益、促进人力资源合理配置等多方面有着积极的作用。各级劳动人事部门应积极探索人力资源代理的新型管理模式 。
Labor agency has positive effects on decreasing the cost and risk of entities, reducing unemployment, protecting labor forces and promoting effectiveness of labor distribution. Both national and local labor departments should explore a new management model of labor agency, and support corresponding policies.
