以浙江省东阳市向义乌市有偿转让横锦水库部分用水权的实践为例 ,论述了“初始水权”确定的重要性和现实意义 ,并阐述了若干重要原则和必须做细流域规划的基础工作 ,实现科学合理的水资源优化配置。

The importance and significance of determining'intial water rights'are discussed in this paper on the basis of practice of repaying transference partial water use rights of Hengjin reservoir in Dongyang for Yiwu.Some important principles and the necessity of carrying out the basic work of river basin planning are also introduced to realize the optimization arrangement of water resources.
