无锡市区城市建设举债规模的研究

A Study of the Urban Construction Loan Contracted by Wuxi

目前 ,我国城市建设进入了新的发展阶段。在城市建设上的举债规模保持在什么水平上比较合理且风险较小 ,这是城市政府所关注的一个重要问题。根据城市建设举债理论 ,以国际上若干城市建设举债的实践为参照 ,分别从年偿还债务资金和地方政府年财政支出的比例、总负债额与年地方财政收入总额的比例、总负债规模与GDP的比例这三个角度分析 ,我们认为 2 0 0 2 - 2 0 0 5年四年间无锡城市建设每年的举债规模占GDP的比例保持在 2 0

As the urban construction is developing into a new stage of development in our country, the government pays close attention to an important issue that the urban construction loan should be reasonably contracted so as to diminish the risk. Judging by the ratio of the annual debt payment to the financial expenditure of the local government,and the ratio of the total debt to GDP, we hold that the ratio of the annual urban construction loan contracted by Wuxi to GDP should be reasonably 1 to 5.
