With the coming of new century, the educational reform and development step into the period in which we tackle key problems. Facing new opportunities and challenges, we should administer the educational reform and development in unified way under the guidance of Three Represents' , emancipate the mind actively, try our best to innovate and make progress as time goes so that the open universities position of principle force in the field of modern open distance education can be established, which contributes to the popularization of higher education in our country.
