土地流转与稳定家庭承包经营制度不仅不矛盾 ,而且是家庭承包经营制的进一步完善和发展。土地流转必须在稳定家庭承包经营制的前提下进行。为了积极、稳妥地做好土地流转工作 ,各级政府和组织必须明确条件、坚持原则 ,加强领导、规范管理。

Farmland Transferring is not in contradiction to household contracting farmland system. It should be based on the premise of stable household contracting farmland system but a further perfection and development upon it . In order to soundly carry on farmland transferring, governments at all levels should make the terms clear, uphold certain principles, strengthen their leadership and standardize their administration.
