公民视角在档案鉴定理论中的价值及实现策略

The Value and Implementation Strategy of Citizens' Perspective in Archives Appraisal Theory

档案鉴定理论发展过程中呈现出基于国家管理、学术研究、职能视角的三种价值取向,它们与当下各类政府机关所推进的公平化、社会化和服务化的公共服务理念有不少偏差。从公民视角来建构档案鉴定理论理应成为未来的发展方向。为此,在档案鉴定中应保障公民参与决定档案命运的权利、提升民生档案在档案体系中的地位,以提高档案机构的社会性意识。

In the development of archival appraisal theory, there are three value orientations based on state management, academic research and functional perspective, which deviate from the current public service concept of fairness, socialization and service promoted by various government organs. It should be the future development direction to construct the theory of archives appraisal from the perspective of citizens. To this end, it is proposed that citizens’ right to participate in deciding the fate of archives should be guaranteed and the status of people’s livelihood archives in the archives system should be enhanced,and the social consciousness of archives institutions should be enhanced.
