美国数字档案资源长期保存战略的分析与启示

Analysis and Inspiration of the “Strategy for Preserving Digital Archival Materials” in U.S.A

美国国家档案与文件管理署2017年8月发布了首个《数字档案资源长期保存策略》,突破了传统长期保存战略制定以图书情报机构为主导的局限,专门针对数字档案资源的长期保存进行了战略规划。本文关注到这一战略在档案长期保存领域中的突破意义,对战略文本和其他相关政策开展文本研究,分析战略的制定背景,并从路线规划、宏观战略与中观策略等方面探析战略的具体内容,以探求美国制定数字档案资源长期保存战略的经验与方法,为我国相关战略的制定提供借鉴。

The National Archives and Records Administration released the first strategy for preserving digital archival materials in the August of 2017. NARA dominated the formulation of the strategy, which focused on digital archival materials rather than any other kinds of digital materials, breaking the limitation that the traditional preserving strategies have always been made by library or intelligent institutions. With the aware of the significance of this strategy in the field of archival preserving, this paper conducts textual research on the strategy and relevant policies in NARA. It analyzes on the strategy background and concludes the detailed content into strategy map, macro and medium strategy, in order to find the strategy formulating experience in America and to inspire the future strategy for Chinese digital archival preserving.
