我国教育法规存在着实施不力的问题。阻碍教育法规顺利实施的因素有 :教育法规没有受到应有的普遍重视 ;在教育法规的地位归属方面存在争议 ;对教育行政关系与一般行政关系的异同认识不清 ;教育行政处罚缺乏力度 ,制约机制软弱。对策 :从思想、行动上重视教育法规的制定和实施 ;协调教育法规与行政法规的关系 ;强化教育法规制约机制 ;

There exist some problems that our educational rules and regulations have not been fully implemented.The elements preventing the educational rules and regulations being put into effect lie in the following. Educational rules and regulations have not been commonly paid attention to.There are some arguments on the belonging of the status of the educational rules and regulations.There exists vague cognition of the diference between the relationship of the educational administration and the general administration.he punishment of educational administration has not been thoroughly carried out and the refraining system is weak. Countermeasures:paying great attention to the establishment and performation of the educational rules and regulations;coordinating the relationship between educational and administrative rules and regulations; enforcing the punishing system of the educational rules and regulations;improving the quality of legislation of the educational rules and regulations.
