公民集体偏好会影响地方政府公共支出结构吗——基于公共价值理论的实证研究

Does Citizen Collective Preference Affect Local Government's Public Expenditure Structure?——An Empirical Research Based on Public Value Theory

公共价值理论关注公民集体偏好,重视政治的作用。以公民集体偏好为切入点,以我国地方政府为研究对象,实证分析了公民与政府协商互动对于地方政府公共支出结构的影响。研究表明,公民集体偏好会显著影响地方政府公共支出结构,但是二者之间的关系会受到政府价值取向的调节,地方政府"公民本位"和"政府本位"两种价值取向扮演了不同的调节作用。这种关系存在的根本原因在于公共价值的实现是政民互动协商沟通的结果,公民是公共价值的最终决定者,但也受制于政治力量的平衡。研究结论对于理解新时代下政府行为模式和决策实践以及推进公共价值理论的发展具有一定意义。

Public value theory focuses on the collective preference and emphasizes the role of politics.Taking collective preference of citizens as the starting point and local government as the research object,this paper empirically analyzes the impact of the interaction between citizens and government on public expenditure structure of local government.The results show that collective preferences will significantly influence the public expenditure structure of local government,but the relationship between the two will be moderated by the government’s value orientation.The two kinds of local government’s value orientation,i.e. 'public-centered' and'government-centered'play different moderating roles.The fundamental reason for this relationship is that the realization of public value is the result of interactive consultation between the government and the people.Citizens are the ultimate determinants of public value,but they are also subject to the balance of political power.The research conclusion has certain significance for understanding thegovernment’s behavior patterns and decision-making practices in the new era,and promoting the development of public value theory.
