摘要
通常对二氧化硫的治理是采取燃料脱硫、烟气脱硫和高烟囱扩散的对策。1982年6月斯德哥尔摩世界酸雨会议上,美英两国因排放酸雨母质最多,又未采取有力措施而受到严厉谴责,会后两国均增加了酸雨科研经费,列为重点研究项目。通过对二氧化硫长距离输送和酸雨问题的研究,更重视脱硫,但并没有完全否定高烟囱排放。在火电厂脱硫问题上,美国较为重视,而英国则比较坚持执行符合本国利益的高烟囱政策。以脱硫为主还是充分利用自然净化能力实行高烟囱排放为主,应视地理、气象、生态、环境和经济因素而定。根据1984年10月公布的国务院环境保护委员会“关于防治煤烟型污染技术政策的规定”,鉴于目前我国经济和技术条件,在“七五”期间防治大气污染主要靠调整技术政策和加强管理。那么东北三省如何具体执行呢?本文将就此问题谈些初步意见。
The main abjoctivo of this paper is to study the counter-measuro of sulfur dioxido in smoke in Northeast China.Some data of concentration about SO_2 of Northeast Three Provinces are listed.In fact, plant can not grow up without appropri-ate amount of sulfur, so it is suggested that coal variety should be adjusted according to locality and wind direction.High stack emission is advocated for short-term.In the long run,it is proposed that NO_x and SO_2 aro soparated from flue gases and transformed into fertilizer at the same timo.
