新型两极共生关系研究对分析当前国际格局具有重要价值。在中国持续崛起,美国实力相对衰退的背景下,国际权力分布正在发生深刻调整与变化,国际格局开始出现和建构中美新型两极共生关系趋势。与旧时代对立对抗的传统两极关系不同,新型两极共生关系立足于21世纪,秉持"不冲突、不对抗、相互尊重、合作共赢"理念,彼此相互竞争但不对抗、相互牵制但不会彼此冷战和热战、各自加强军力但不进行军备竞赛、各自发展不在全球寻求势力范围,具有鲜明的时代观、共同的合作观、公正合理的规范观、休戚与共的命运观等特点。新型两极共生关系跳出"修昔底德陷阱",重新定义和诠释了新时代崛起国与霸权国在国际体系中的互动模式——新型竞争共生关系,超越了传统的两极对抗关系。在国际环境、国家实力、战略取向、政策推进等方面,新型两极共生关系需要适宜的生成条件。在权力关系、制度建设、价值观念等层面,新型两极共生关系遵循特定的生成逻辑。为构建和培植中美新型两极共生关系,中美两国应具备战略性的长远眼光,充分发挥双方领导人的政治智慧,共同化解国际体系中两国的结构性矛盾,增进两国战略互信,加强地区议题上的合作。虽然中美两国间仍然存在战略互疑和政策推进等困难,但是构建中美新型两极共生关系的前景广阔,这也契合和平与发展时代新型国际关系的发展要求。

The research of the new type of symbiotic bipolarity has far-reaching significance for analyzing international pattern at present. In the background of China’s continuous rise and America’s relative decline,the distribution of international power has been profoundly adjusted and changed,and the new type of symbiotic bipolarity gradually forms and is constructed within international pattern. Different from the traditional bipolarity in old times,the new type of symbiotic bipolarity is based on the 21 st century,mutually competing but not confronting each other,restraining each other but having no cold and hot wars,improving their military strength but not conducting arms race,and pursuing their respective developments but not seeking global sphere of influence. It is characterized as a clear view of times,a common view of cooperation,a just and reasonable view of norms,and a united view of destiny. The new type of symbiotic bipolarity goes beyond the Thucydides Trap and the traditional bipolar confrontation,and it newly interprets and defines the interactional relations between rising power and hegemony in the international system in the new era. It’s a new-type competitive and symbiotic relationship. In the aspects of international environment,comprehensive national power,strategic orientation,and policy promotion,generation of the new type of symbiotic bipolarity needs appropriate requirement. In the aspects of power relations,institutional construction,and values,generation of the new type of symbiotic bipolarity follows certain logic. In order to construct and cultivate the new type of symbiotic bipolarity between China and America,both of the two powers should keep far-reaching and strategic vision. They also need to enhance regional cooperation. Besides,they should take pragmatic and concrete actions,and leaders from each country should maintain political wisdom. Although problems such as strategic distrust and policy promotion exist between two countries,the construction of the new type of symbiotic bipolarity between China and America has a wide prospect. Besides,it accords with the developmental requirement of new type of international relations in the new era.
