历史上,港澳日常生活用品和工业原材料、燃料主要依靠内地特别是毗邻的广东供应,同时港澳也将内地商品转销到世界各地并从中谋利;内地特别是广东,出口也倚重港澳通道。1925～1926年省港大罢工期间,广东革命政府与港英政府相互封锁的史实表明,港澳地区的繁荣稳定离不开内地的支持,内地对港澳出口具供应性质;这种出口供应是历史的产物,人为的限制和封锁不符合双方的经济利益和民众意愿。
