首都地方立法的新进展、新形势与新挑战

New Progress,Situation and Challenge of the Local Legislation in the Capital City

近年来,首都地方立法工作取得了一些新进展,譬如率先提出地方立法新格局;首次行使人民代表大会立法权;开展首次立法协商;第一次提出公共治理立法理念;开展首次法规预案研究;等等。首都发展进入历史新阶段,对首都地方立法也提出了新的更高要求。地方立法工作面临着由"忙"转变到"难"的新挑战,包括地方立法与改革关系难处理;市人大主导立法与市政府发挥立法基础作用的关系难处理;通过地方立法凝聚社会共识难;公共治理立法理念难以落地。今后,首都地方立法应更加坚持党对市人大立法工作的领导,努力实现改革决策与立法决策同步推进;继续发挥人大对立法的主导作用;积极发挥市政府的立法基础性作用;继续发挥人民代表大会的制度优势,积极创新民主立法、科学立法的新机制。

In recent years,the local legislative work of the Capital has made some new progress,such as putting forward a new pattern of local legislation;for the first time to exercise the legislative power of the People's Congress;to carry out the first legislative consultation;for the first time to put forward the concept of public governance legislation;and so on.The local legislation is facing new challenges.In the future,the local legislation of the Capital should strengthen the CCP's leadership of the legislative work,and promote the legislative decision along with the reform decision;continue to give full play of the leading role of the people's congress on legislation;actively play the basic role of the municipal government in legislation;and actively innovate the new mechanism of scientific legislation of democratic legislation.
