我国高等职业教育学位制度的立法探讨

On Legislation of the Degree System of Higher Vocational Education

根据我国相关立法,虽然高等职业教育属于高等教育的一种,但并不颁发学位证,而是另行一套"学历证+职业资格证"的双证制。双证制本身的实施不畅与学位证的缺失,导致用人市场缺少对人才的完整评价标准,影响高职学生就业,带来高职无学位之痛。随着国家政策体现出发展高职教育的重视态度以及《中华人民共和国学位条例》的修改提上议程,目前正是改革高职双证制、建立职业教育学位制度的良好契机。在各种可能的革新方案中,采取增发"职业学位"模式,打造一种与现有普通学位并重的高等职业教育特色学位是当前最好的方案。这一职业学位体系是一个独立于普通学位、具有多层次拓展的制度潜力、能够与普通学位体系对等和互通的特色体系。应当利用《中华人民共和国学位条例》的修订升格之契机将这一方案纳入立法,明确赋予高职学院的学位授予权,并完善相关程序和标准。

According to the relevant regulations of China,although higher vocational education belongs to the stage of higher education,there is no decree system applied to it.Students in higher vocational colleges can only get an academic certificate and a professional qualification certificate rather than a degree certificate.The poor implementation of this double-certificate system and the absence of degree result in an incomplete talent evaluation standard in the labor market,and obstruction of students'job-hunting.It's the timing and opportunity right now for reform since the newlypublished national policies show an emphasis on developing higher vocational education,and the Regulations on Academic Degrees is under revision.In all the reform options,building up a new degree system specialized for higher vocational education is the best plan.This new vocational degree system is independent of the normal degree system,with institutional potential of multi-level extension and can be equal and connected to the normal degree system.To implement it we should give the right of degree-awarding to the higher vocational colleges,and build up the procedure and standard rule in the revised Regulations on Academic Degrees.
