摘要
通过 1 996年忻州市遭受暴雨袭击 ,应用非工程防洪措施 ,确保了土地、人口、铁路安全的事实 ,说明了非工程防洪的重要性 。
This paper illuminates the importance of non-engineering measures for flood control by the fact that the land, people and railways had been safeguarded by application of non-engineering measures for flood control during the flood attack to Xinzhou in 1996. And the probe is conducted into the non-engineering measures for flood control and problems needed to be resolved which appear when the measures are to be taken.
