新时代人力资本服务政策创新与四川省博士后管理实践

Policy Innovation of Human Capital Service in New Era and Postdoctoral Management Practice in Sichuan Province

在国家创新驱动发展战略的指导下,我国正在从过度依赖自然资源向更多依靠人才资源转型。以博士后为代表的拔尖人才造就与培养成为新时代人力资本服务参与国家社会经济发展的重要支撑。通过对四川省博士后管理工作30余年建设发展的现状梳理,对博士后工作的管理、博士后人才培养、博士后人才培养环境和博士后平台定位问题四个方面进行了分析,并提出了相应的对策建议。研究认为,通过提升博士后工作的管理水平、实施博士后工作的分类指导、加强对博士后研究人员的保障与支持和加强产学研合作衔接这几项政策创新,能够优化高层次人才的培养环境和方式,促进人力资本服务更好服务高质量发展。

Under the guidance of national innovation-driven development strategy, China is transforming from over-reliance on natural resources to more reliance on human resources. The cultivation and training of topnotch talents represented by postdoctoral has become an important support for human capital services to participate in national social and economic development in new era. Through analyzing the construction and development status of the postdoctoral management in Sichuan Province for more than 30 years, this paper analyzes the problems in the management of postdoctoral work, the cultivation of postdoctoral talent, the environment of postdoctoral talents cultivation and the positioning of postdoctoral platform, and puts forward corresponding countermeasures and suggestions. Studies suggest that through the implementation of several policy innovations,which include improving the management level of postdoctoral work, implementing the classified guidance of postdoctoral work, strengthening the guarantee and support for postdoctoral researchers, and strengthening the connection of industry-university-research cooperation, we can optimize the environment and mode of high-level talents, and promote the better development of human capital services and high-quality services.
