Analysis on the Supranationality of EMU

欧洲货币联盟是基于欧洲联盟条约而创立的区域货币联盟组织,它有一个具有超国家性质的欧洲中央银行,发行成员国共同使用的货币,制定统一的货币政策,统一制定并实施对外货币关系。它虽对其成员国的主权产生影响,但并未从根本上改变成员国的货币主权。其与国际货币基金组织的关系采取的是集团与个体的双重关系,对国际货币基金组织的相关制度产生一定的影响,并对其运作造成复杂性。

EMU is a regional monetary union which was created to be based upon the European Union Treaty.It has a super national central bank and issues common money for its member countries,makes unified monetary policy,formulates and implements unani- mously foreign monetary relationship.In spite of that EMU has impacted to its member countries'sovereignty,it does not radically change it.EMU takes dual relationship of in- dividual and group with IMF,it will impact to the related system of IMF and will make it more complex.
