The Development of International Law and a Harmonious World in the New Century

21世纪的国际社会将是一个经济全球化与政治多极化的社会。近20年来国际形势与国际法的变化表明,新世纪国际法的发展特点是人权保护原则将上升为国际法的基本原则,新的公平、正义观将促使国际法的内容发生改变,合作与可持续发展成为国际立法的主旋律,国际法将越来越摆脱"软法"痕迹,规则化、司法化色彩增强。为此,国际法的发展着力于加强国际合作立法、构建处理国际争议的司法体系以及加强各国司法合作,以促进世界的和谐发展。

Our international society has become one of economic globalization and political multi-polarization in the 21 st century.The changes of international situation and international law in the past 20 years or so have revealed the main characteristics of the development of international law in the new century.Among them,protection of human rights is becoming the basic principle of international law.The new conception of fairness and justice will lead to changes in international law.Cooperation and sustainable development have become the main theme of international legislation.The'soft law'nature of international law will be increasingly weakened.Therefore,the development of international law in the new century mainly focuses on improving international legislation on cooperation,constructing judicial mechanisms of international dispute resolution,and strengthening international judicial corporation,in order to further the harmonious development of the world.
