A Model for Calculating Operation Period Cost of Offshore Wind Power

摘要 海上风电是近年来全球新能源发电的新增长点,但电价机制的不完善严重阻碍了海上风电发展进度。文中通过综合分析国内外海上风电定价机制以及海上风电成本结构特征,提出了海上风电经营期成本计算模型,并以中国某省在建及规划中的海上风电场为实例进行了详细分析计算。结果表明,风能资源优势海域具有更低的经营期成本,因此多海域风电场上网电价应区别对待,经营期成本对年均满负荷小时数和初始静态投资额的变动最敏感。 Recently offshore wind power is becoming a new growth trend of the renewable energy all over the world,but the imperfect pricing mechanism has seriously hindered its development.This paper first analyzes the domestic and international offshore wind power pricing mechanisms and the cost characteristics of offshore wind power,and then proposes a model to calculate the operation period costs.A real-world case with 28offshore wind farms under construction in China is used in simulation.The results show that wind farms in sea areas with rich wind resources have lower costs,and the feed-in tariffs of wind power in different sea areas should be treated differently.The operation period costs are the most sensitive to the average annual full load utilization hours and initial static investment.
