摘要
发电权交易是计划合同电量的有偿出让和买入。通过发电权交易,引导鼓励和促使发电成本高的机组将其计划合同电量的部分或全部出售给发电成本低的机组替代其发电,从而达到优化电源结构,降耗减排的目的。文中重点探讨了中国发电权交易的类型、交易组织情况、存在问题以及建议,以期对进一步推动中国发电权交易工作有所裨益。
Generation right trade is the selling and buying of the planning contractual energy.The transaction advances those generation units with a higher generation cost to sell the whole or partial contractual energy to those with a lower generation cost.The ultimate objective of organizing generation right trade is to optimize the power source structure,save energy and reduce emission.Attention is focused on the trade type,organization and situation of generation right trade.Suggestions for improvement are also made.
