An Active Power Control Strategy for Large-scale Cluster of Wind Power Considering Constraints on Nested Transmission Sections

摘要 针对大规模风电场群分别接入电网不同断面的特点,提出了嵌套断面约束下风电场群的有功控制策略。根据风电外送断面裕度情况,将断面分为安全、预警和越限三种状态,结合各风电场的出力上调能力并针对外送断面的不同状态采用不同的控制策略计算风电场出力指令,从而在控制断面潮流的基础上最大化利用断面裕度。所提方法同时考虑了多重嵌套断面之间的协调和存在未投入自动发电控制风电场的过渡情况,指令周期内强制触发策略的设计也有效避免了断面越限。冀北电网的运行实践表明了所提控制策略在精确控制断面潮流、提高风电接纳能力方面的有效性。 In view of the characteristics of large-scale wind farm groups connected into different sections of a grid,an active power control strategy for clusters of wind farms is proposed with the constraints on nested transmission sections taken into account.According to the power delivery section margin,three states are defined for each transmission section,known as security,warning and overloading.Based on the section state and the capacity of increasing power output of wind farms,the active power instructions are calculated by different methods in order to prevent transmission overloading and maximize the use of transmission margin.The coordination among multiple nested sections and the situation with non-controlled wind farms are also considered,and the strategy for forced calculation of instructions is also designed to avoid transmission overloading. Results of applying the proposed strategy to the actual operation in Jibei power grid have proved its validity of controlling the transmission power flow and improving the acceptance of wind power.
