摘要 为适应智能电网的可持续发展战略,提出了一种智能电网高适应性的发展建设模式及相关的政策建议。首先,梳理了美国、欧洲和中国的智能电网政策和示范工程,总结了国际、国内智能电网示范工程的不足。其次,结合智能电网高适应性发展的趋势,提出了一种基于能源互联网的智能电网建设模式,该模式计及能源互联网的运营、能源供需的规划、示范区的优化配置及不同能源的生产、调度和消费模式;同时,考虑微网间用户的能量交换,提出了面向用户的能源互联网的能源共享模式。最后,基于以上的分析结论,对智能电网和能源互联网可持续发展提出了一些建议,以期对我国智能电网向能源互联网过渡起到借鉴作用。 In order to suit the strategy of sustainable development,in this paper it proposed a kind of development construction mode of high adaptability and policy recommendations of smart grid. Firstly,the paper teased out the policies and demonstration projects in the United States,Europe and China,and summarized the shortages of domestic demonstration projects. Sec-ondly,coupled with the trend of the high adaptability of smart grid,the paper put forward a kind of construction mode of smart grid based on energy internet,which includes the operation of energy internet,optimal allocation of demonstration projects and the production,dispatching and consumption mode of kinds of energy. At the same time,user-oriented sharing mode of Energy Internet was proposed considering the energy exchange between users of micro-grid. Finally based on the above analy-sis and conclusions advice on how to promote the sustainable development of smart grid and energy internet was given,which may be helpful for the transition from smart grid to energy internet in China.
